Question Computer keeps restarting, never boots.

Hi there!
I woke up today, went to turn on my computer but it didnt work.
What it does is, as soon as I press the power button it makes a clicking sound, I can see the fans, gpu and power on motherboard turns on for a split second, then shuts off. It then keeps trying to start every 5 seconds, just to do the same - until I turn off the power on the PSU.

I have looked around a bit and tried both starting without RAM-sticks(and reseating) as well as without CMOS-battery, to no effect.
Unplugged graphics card, doesn't affect it either.

So I'm pretty sure the problem is either with the motherboard, or the PSU. Any ideas where the problem is, or how to fix it?

Motherboard: msi x99s sli plus
PSU: Corsair RM850
GPU: nvidia gtx 1080ti

I'm leaning on that it's the PSU.....and the PSU is somehow repeatedly tripping.

Edit.....or you have a short......and that's causing the PSU to trip.

However....shorts generally don't just happen....so I'd suspect the PSU first.
The only thing I can think of that could possibly have "interfered" would be dust, a spider or moisture (I live in a one-room apartment, and when I shower the humidity gets pretty high).
The PSU was also bought in 2014 and my computer sees high usage.
