Computer keeps restarting

I went and factory reset my acer laptop and when I was factory resetting half way my power went out and when I turn on the computer it just keeps restarting constantly.

are you able to order a factory reset DVD? or get a factory reset on a usb? Go to another pc and go to the acer web site and see if you can get the image

How do you get a factory reset on a usb? Sorry I'm a newbie when it comes to computers. I'm using Windows 10
