Question Computer keeps temporaily freezing

Greetings all (mods, if this is the wrong forum, please move),

I built a computer for my girlfriend a couple of months ago, and for some reason, it keeps "freezing" on her. By freezing, I mean whatever program she is running stops responding for about 10-20 seconds, and a blue circle spins around in the middle of the screen (like it is buffering, even though it is not streaming/playing any videos). This happens once every 5-10 minutes. I have observed it doing this during the following actions:

Playing The Sims 4
Browsing the internet (ANY browser, we have tried four)
Using Excel
Using Word

Things I have done:
Disabled antivirus, girlfriend still tried typing a document in Word, and the issue still occurred
Checked the temperatures in case it is an overheating issue, CPU and GPU are both under 60C
Kept Task Manager open to see if there were any spikes in CPU/Memory/Disk/GPU while this happens. There are none.
Double check all components to make sure they are seated properly.

I am now at a complete loss as to why this is happening, and my girlfriend is understandably pissed that she paid for the components for, as she puts it, "a computer that does not work".

ASRock B450M PRO4 AM4 mobo
16GB GSKILL RAM
Seasonic FOCUS 550W Power Supply
RX 570 Graphics Card
Mushkin Enhanced Reactor 500GB SSD
Windows 10 PRO
