Computer keeps turning off then on and off then on and keeps looping.

Hi there,
Computer has been working fine for awhile, got a new graphics card about a month ago, and its been golden. Everything was fine last night, turned my computer off, and today when i tried to turn my computer on, it turned on, went to login screen, i logged in and about a minute into being on, it turned off, then turned on, fans came on, would run for second and turn off, and will just keep looping like this, sometimes it will go for longer and almost get to log in, then it will restart again.
Up to this point, i have taken out my psu and put my spare in, still does it.
I have unplugged all hard drives to see if it will run on its own, still does it.
I have unplugged my graphics card, still does it.
I have reset my cmos, still does it.
I have done my RAM one stick at a time, still does it.
I would try my CPU but dont have thermal compound on hand right now.
Is there anything else that anyone could suggest? im at my whits end and about ready to die :/

Specs follow:
CPU: i7 - 4790k
GPU: EVGA FTW 1080
RAM: 32GB corsair Dominator DDR3 (4 sticks of 8GB)
Motherboard: MSI Gaming 5
PSU: Original PSU EVGA supernova 1000p (Backup EVGA 600b)
OS SSD: samsung evo 850 1TB
Running windows 10

tell me if you need to know anything else.

on the motherboard there is a 4/8pin connector plugged into it (usually near around the cpu area) see image below looks to be top left quadrant of your motherboard corner

ah yes, i did try with that unplugged and it gets power for less then a second and goes off and just stays off. Fans spin about an inch and stop.

Another thing, if i leave it for awhile it will start up and get quite far in the boot, often to the login screen before shutting off and getting into its loop again.

That seems to be the cheaper option so maybe ill buy a new cooler and dump it on, in process of building a second PC so one can go to that if its not the case. I do have a temp gauge on the mobo and it shows me the the temp and sits at 39 mostly never gets high.

damn, i was hoping this wouldnt be the case, i had a feeling though....$$$$$ 🙁 ill get a new cooler first as that is the cheaper option, otherwise i will just go new mobo and cpu, thank you so much for the help, you have been an absolute God send!
