Computer Lag and Disk 100%

Whenever I launch my computer my Disk Usage spikes to 100% for a couple minutes for no reason before it comes back down, but then whenever I launch an application or a game it spikes back up and I lag bad in any game or page I open. I can't think of any good reasons why.
Build:
Windows 10
GPU: 980ti Classified
CPU: i7 4790k
PS: CX 850M

I don't believe its a temp issue either
CPU: 35-40 C
GPU: About 45 C

My memory also idles around 60-70 % on not so demanding games, could be an issue there.

Have you recently had an Windows updates install?

High disk usage is fairly common after a sizeable update/upgrade.

Open task manager and sort by whatever is consuming the largest amount - what shows as the biggest culprit?

The #1 user fluctuates between "wsappx", "Nvidia Container (32 bit), and "Service Host: Delivery Optimization"
But even the #1 user will sometimes be no higher than a couple mb/s although it does spike up to around 30ish mb/s at times.
I did just have a Windows update but this has been an ongoing problem for atleast a year or so.

The svchost/delivery optimization is a common one, and is tied to update services. Disabling them should fix/lessen the issue.

You're a hero, can't believe it was that simple, I've done just about everything else I could think of haha.
