Computer lagging at times

Hi, I recently built a new computer and it sometimes lags or slows down and freezes when playing games or trying to open 2 applications at once. The parts in the build that are brand new are the GPU, MOBO, CPU but the RAM and Harddrive ive had for a couple years now. My ram is 8gb and fairly cheap *(F3-12800CL9D-8GBRL0* so im not sure if that has anything to do with it. Some symptoms lead to it being my hard drive but ive ran all the hard drive tests and no problems have been detected. A note to add is when I click the search windows icon and go to type something in the letters don't enter the search bar and the pc freezes up a bit then they appear. This problem has started since building my pc and also the time when I upgraded to windows 10. Also while its lagging when I open up task manager the Hard drive usage is in the high 90's % and i noticed when its not lagging its at a very low %

CPU - i7 4790k
GPU - RX480 8gb
MOBO - MSI z97 Gaming 7
HDD - 1TB WD blue
RAM - 8gb (F3-12800CL9D-8GBRL)

Ive got a 212 evo on my cpu too. No SSD's and just the 1 HDD

Make sure scheduled defrag is off. If it is off, defrag if you haven't done it in a while. Remove any unnecessary startup programs. Use only Windows Defender get rid of your third party antivirus. When you open the resource monitor, what programs or files are using the disk the most?

Its generally Chrome or whatever game im playing but it even happens sometimes when im just trying to open task manager without any programmes open
