Computer lagging with no reason.

It's a nightmare! After a few minutes of using the computer (20 minutes in avarage) my computer starts lagging with no clear reason. About every second there's about a 0.3 sec lag, the computer is lagging, not internet lag.
These are my PC specs (OS windows 7 x64 is in Hebrew so sorry for that):

I already cleaned pc with CCleaner and scanned with Malwarebytes Anti-Malware and defragged hard drive and updated Graphic card's driver and nothing seems to help. Formatting is a bit of a problem but possible.
Come on! 3rd time I'm posting and still no response...

I would format the disc, there could be a corrupted file for some system in the background, or some messed up program somewhere causing the lag. I cant think of many other ways lag could be forming besides a corrupt OS, which I have only experienced once.
Are you using lots of google chrome tabs? becuase that can eat up huge amounts of RAM. I have seen a single tab use 8GB of RAM after letting it sit for half a day. although this problem is not as bad now that could be one explanation. do you have chrome open when this is happening?

Chrome is always open (even if I don't open it it already opens up by boot (no chrome windows are opening). Should I try a period with Chrome uninstalled and try Firefox instead?

Even if i close chrome there are still about 4 processes of chrome running. When boot the pc and open up windows there are already some chrome processes open even without opening chrome.

Yes I can. Yesterday I've uninstalled chrome but today my computer is still lagging.
 
good response, they are bad things which you do not want. So you GPU is unlikely to be the cause, you CPU is not a lag issue, and you should have enough RAM and now that google chrome is ruled out I am going to ask what you mean with the formatting being a bit of an issue. are you having corrupted data? is your Disc messed up? or are files just messy?

No it's just that I'll have to lend the disc from a friend. That's all. I can format if really needed.

Ok so I formatted my computer. But there is still a minor lag sometimes that comes and goes... What bothering me is that instead of the 4 colored dots that appear when it say "Starting Windows" there's only a loading bar with green block moving in the the bar... And I've been seeing about since the lag problem started... I think that it started with the lag... Is there any connection?

I already did this while formatting, I totally erased the discs and reinstalled windows.

Before installing windows i chose to erase all the existing discs. I didnt suspect the HDD
