Computer laggy with a used CPU

My old amd athlon x2 build was due an upgrade. It had a new psu (coolermaster v550), a gtx 660 ti, 8gb ram, and a 320gb hdd. All of which had no issues whatsoever.

My friend passed down his old motherboard (an asrock z77 extreme 4) that he used fr around a year from new. I just needed to install a cpu.
So i decided to buy a used lga 1155 intel cpu from ebay, i bought an i3 3240. (temporarily, until i can afford an i5 or i7) I would be using the psu, gpu, ram from the previous build and also a new ssd (850 evo).

Once the cpu came, i started to build everything together, it all went smoothly, the pc posted, showed the right specs, booted up, and i installed windows onto it, which had no issues whatsoever.

I started to install the software and update it, here i started noticing problems. The mouse would lag. (The mouse worked fine when i tried it on my laptop) The lag would only stop when i restarted the pc, but would eventually come back. I checked task manager and whenever it would lag, the cpu was under no load, looked normal. I even ran cinebench that put it under 100% load and it had no lag. The temps also seemed to be an issue, as they kept going up and down 5 degrees every second. I thought windows update would fix these issues.

It seemed to be fine, but i left the computer running and it completely froze. I turned it off by the power switch. When it came to turning it on, it turned on, turned off then turned on again, and went into a loop of the boot screen showing specs again and again, till eventually it booted to windows. Here it seemed to be running fine.

I didnt want to take any chances and personally determined that it was the cpu that was at fault for the weird mouse lag. So i got into contact with the seller and have since returned it.
The cpu was used for a month on a test system, as stated by the seller.

Is this lag actually from the used cpu?
What other factors could cause the lag?
Could the motherboard possibly be faulty? (but it posted completely fine, and also ran windows)
 
The problem would be caused by outdated motherboard bios. some motherboards don't have the full support for some cpus and then a bios update can solve the problem. And the temps for the cpu is not a problem. i have fx 8350 and its temps go up and down and up and down every sec. i had no issues on idle or load.
 


Il give that a try once i get another cpu.
