I was playing rainbow six siege on my computer one night when all of a sudden it shut off. After I tried to turn it on again it kept restarting constantly. After I tried to install a new copy of windows but it kept doing a restart at random times though out the install but never actually getting to the install part. So far I've tried replacing the ram, motherboard, power supply with no luck. Any ideas? Currently it starts up and closes but I can get into BIOS with no problem.

Did you have any settings changed in bios? Also try booting with no USB devices plugged in and also reset the CMOS battery.
Also if you got your Windows in a "different" way other than buying it. Files could have been tampered in it.
