Just a quick question my last mothrrboard was a MICRO ATX and the motherboard i want to buy is a MICRO ATX does that mean it should fit? Because they are the same one?
MICRO ATX is just the motherboard size...the new motherboard should also have the same socket to be able to use the same CPU and maybe RAM.. I'd suggest posting the brand and model for both motherboards to advice with 100% assurance, including if the OS will boot without issues on the new motherboard.

Unless it's the same exact board, how can you accurately predict whether or not the current Windows install will be stable on the new board?

First part of my comment is to know from which motherboard model to which, mainly to know if the socket on the motherboard he wants to buy is compatible with the CPU, and advice accordingly.
If the motherboard has the same chipset and not necessarily the same mobo model, chances are good it will boot*... Sometimes Windows boots even with a different chipset, even between Intel and AMD**. The drivers can be automatically installed during boot and if they are not, the motherboard drivers can be installed from the mobo disc through the startup/automatic repair enviroment.. that may be the only necessary repair. If the OS worked normally stable before there's no reason why it shouldn't work normal and stable again with the compatible drivers installed. After that chances are Windows will need to be activate but even that isn't necessary sometimes***.
