Question Computer not booting after new cpu/cpu cooler/ram installation.

Hi everyone

I hoped I would never have to make a post on here but I am having some issues with booting my computer after installing new cpu/cpu cooler and ram.

Old System:

New System

Once I installed the new components, the computer would turn on, and about 10 seconds later power off and then powers back on after a second, looping indefinitely. Nothing is being displayed to my monitor, showing nothing is booting.
What I have done (in order, nothing different happened unless noted)
  • Put old ram back in.
  • Changed ram slots for both old ram and new ram
  • Reset cmos (don't have the the jumper but used a screwdriver to connect pins, computer made a different noise when I did it so I think it worked but no changes to booting.
  • made sure everything was plugged in properly

At this point I thought either the new cpu was dead on arrival or it was because I forgot to update the bios before starting to install stuff.

To test the latter, so I put the old cpu back in to update the bios, however once I put it back in the computer again failed to boot. (only difference from before when it was working was this time was the new cooler was installed)

Things that I haven't tried but will attempt tomorrow:
-clean area around cpu socket for dust/thermal paste
-take out the motherboard cmos battery (however my gpu is massive and covering up the lever thingy to remove it so im not sure how to remove it, battery is under the gpu. I was hoping to avoid this but I might have to figure it out)
-put stock cpu fan back in w/ old cpu for exact same setup that worked before I put in new stuff

Does anyone have any theories to what is the culprit and what to other things to test? At the very least I would like to figure out what the faulty part is so I can buy a replacement. My guess is that something is wrong with the motherboard, or the motherboard doesn't like the new fan in some way, but I am not the most knowledgeable in cpu building.
