Computer not booting nor displaying the bios

My cousin built a vr gaming rig earlier this year, and it suddenly just shut down while watching youtube and i was trying to figure out why. I would appreciate any input regarding this matter. Here are the details that i remember. His computer would turn on partially, that is, the motherboard lights would turn on and there was an orange light which i believe is just one that shows that the motherboard is getting power. The fans were acting strangely. After turning the power on, they might spin for a few seconds then stop completely. The next thing is that we tried each individual ram stick just in case, but either they are fine or all 4 are fried. There was no display that was shown so we couldn't look at the bios. Now he did say that he tried to overclock his cpu and that right after it crashed, he opened it and said the heat sink for the cpu was very hot to the touch.

did he put a cooler on the cpu and does it plug in the fans for this one on the motherboard header.

yes there is a cooler on the cpu and i believe the fans are plugged into the motherboard
