Question Computer not booting up

So I have a ~10 years old computer that wasn't being used, this weekend I stared it using it again, now it isn't booting. The fan turn on and there are no error lights (I think) it basically has the green motherboard light and the DRAM LED blinks one. I tought it was a RAM issue, i moved them around and booted it with only one DIM and then with another and no luck. I took a video of the computer starting up, I'm not sure if its a RAM issue or not...

Here is the video (i filmed it from a weird orientation, 90 degrees counterclockwise of the usual orientation, the bottom of the video is basically the right side of the motherboard)

Any help is appreciated.
