Computer not fully booting

Hello,
I have been building my computer over the past year and a half, and yesterday got the final major chip that i have been wanting; a MSI GTX970. I plugged the 970 into the PCI-E slot, and booted the machine. I got a message telling me to connect PCI-E plugs from the PSU, so I shut the machine, plugged them in, and clicked the button to turn them on. However, the machine didn't boot. The fans sped for around a second, then stopped, the screen never came on and I didn't hear the beep that my machine should make when it turns on. I tried putting in my older GT430 in, but got the same result. I read online and it seemed that the prroblem was with the PSU, so I ran a paperclip test and the fan works as it should, and as far as I understand that means that the PSU is still good. Here are my machine specs;

-ASRock Fatil1ty Z97X Killer MoBo
-i7-4790K @ 4.0 (stock)
-MSI Gaming 5 GTX970 (new)/GT430 (old)
-12 GB Ram, combo of 2x Ballistix DDR3 4096 MB 800 mHz RAM and 2x Kingston 2048 MB 667 mHz RAM
-2x 250 GB Hard drives
-LSP Ultra ATX Power Supply (says 600W maximum output)

Any ideas? I made sure to unplug machine, turn off power before plugging in/takeing out anything...

The PSU says on it that it can do 600W Max output though, so isnt that enough? Also, it now doesnt work with the lder GPU or the drivers built into the mobo. The fans on everything spin EXCEPT the GPU's spin, could the PCI-E slot be dead or something? Also, the paper clip tests indicate that the PSU is dead, is that for sure an accurate diognosis?
 
I tried using the older GPU (a GT430) which is what I was using before and it is getting the same result. Does that mean the PSU is dead? Or is it something else like the motherboard?
