Computer not fully shutting down

Over the past week, my computer has been not shutting down completely. Windows will shutdown, but the computer remains on. There is no signal to the monitor either. The computer also sounds like its about to shut down but then it continues to hum. The only thing to shut it down is holding the power button.

I have looked at my power settings and everything is how it should be. I'm not sure what it is.

12gb of ram
z87-g41 MSI PC mate MB
PNY 120gb SSD + 500gig Harddrive
 
Hi, have you updated your BIOS? If not, see if there is any updates for it and try that. [Here] is where I got the idea from.

Have you tried to disable Fast Boot?

The option is no longer available for me but the Option 2 on the above page should allow you to disable it. Fast Boot actually uses a type of hibernate when you shut down. Disabling this may fix your shutdown problem.
 

Oddly enough it has stopped. Sorry for the late reponse, I just wanted to make it has stopped for good. BIOS was already updated too, so I have no idea what I did to stop it.
