Question Computer not giving video output

I've been building a computer for my girlfriend using my old parts but I'm having the issue where I cannot get a video output no matter what I do. What's really puzzling about this is that it is the exact same build as my old computer aside from the PSU which was 500W instead of 400W (but from what I know 400W should be enough) and the case. We're even using my old monitor.

Motherboard: ASRock FM2A88M PRO3+
CPU: AMD Athlon X4 860K
GPU: AMD Radeon HD 7950
PSU: CoolerMaster 400W
HDD: Western Digital 1TB
Monitor: Acer G205HVbd

What I've tried:
  • Tried plugging in main monitor to another computer, it worked, so not an issue with the monitor itself
  • Tried plugging in computer to another monitor, no signal
  • Tried just about every VGA and DVI combination you can imagine in both the motherboard and GPU
  • Tried using VGA to HDMI cable converter
  • Even tried plugging it into the TV via HDMI
  • Swapped out the GPU with one that requires much less power (Nvidia GT420)
  • Checked all cables and made sure no parts are loose; re-inserted RAM and GPUs
  • Unplugged the case fans (believe it or not that was the solution to a problem I had with another computer)
No beeps from the mobo speaker and all parts seem to be getting power. We're completely stumped and frustrated.
