Computer not Opening Windows Store or Calculator App

My laptop is in the shop, so I've been having to use my desktop recently, but I've been having some issues running the stock windows 10 programs, and even third party applications. I can't open the Windows Store, the calculator, or even the normal PC version of Minecraft. Anyone have any ideas as to why I'm having these issues?
I'm running up to date Windows 10, and I have updated java, for specifically the Minecraft Issue

Specs:
AMD FX 8120
16GB RAM (Mix of G.Skill Ripjaws X, and some Adata ram leftover from a friend's PC.) (4x4)
GTX 750
I can get other specifics if needed.

I've had that problem off and on for the last year.

I tried every fix except for the clean install. Which I am doing again, once my external HD comes in.

Not on every user account at the same time though. I updated to the Anniversary edition, and while it took forever, it fixed everything, so far.

So what is anniversary edition? How do I upgrade?

run windows update and it will come eventually. It was released last Tuesday but there are a lot of computers to cover.
