Computer not performing like it should.

I recently bought a MEDION AKOYA PC P5371 H with these specs:

Intel® Core™ i5-6400 processor 2,7GHz NVIDIA® GeForce® GTX 960 8GB DDR3 1600 MHz 128GB SSD 2.000GB HDD NVIDIA® GeForce® GTX 960 2 GB DDR5

All my games are laggy and have low framerates. I already updated my drivers and optimized my games via GeForce Experience. I've looked up ways to improve games like razorcortexsetup, but to no avail. I even set the computer back to factory settings and installed everything again. Nothing seems to help and I can't find a solution. I tested it with a benchmark program and my GPU seems to be underperforming. http://www.userbenchmark.com/UserRun/920619

Under Clocks it says

Graphics with a Value of 405MHz Min. of 405MHz and a Max. of 540MHz
Memory with a Value of 405MHz Min. of 405MHz and a Max of 3505MHz
