Computer not performing to its hardware?

So lately I have noticed that my computer doesn't seem to be running up to its name. I currently have a:

CPU: i7-3770k @ 3.50ghz haven't overclocked it
Ram: 8gb
64bit win 8.1
nvidia gtx 970 4gb vram haven't overclocked it
MOBO: GA-Z77X-UD3H

I noticed that my computer wasn't running at its fullest when I built my cousin a gaming computer. He bought my 660 ti SLI cards 2gb vram each, his processor is an i5 4770k, 8gb ram and he has a "GIGABYTE GA-G1.Sniper Z97 LGA 1150 Intel Z97 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard".
When we made the switch from my computer to his, I noticed that he was running games at around 10 fps more than me, when I bought my 970 I noticed the same thing. At this point it didn't bother me, I understand a 660 is a nice card and can run better than some newer generation cards.
Just yesterday I was playing a game with a friend of mine, and we were comparing FPS.
Hes running an i7 3770k,
6gb ram
660 ti 2gb
(not sure about the motherboard, but pretty sure it was an asus gaming one)
he runs everything that we play 60 fps stable, when im dropping to 50-55, how is this possible?


So short story:
i7 3rd gen
6gb ram
660 ti 2gb

AND

i5 4th gen
8gb ram
660 ti SLI 2gb

both run games better than my:
i7 3rd gen
8gb ram
970 4gb

WHAT DO?!
 
Use the software the OEM has to monitor the GPU, make sure all drivers are up to date, update BIOS if it needs.... good places to begin. Also, depending on the game, the new generation cards can actually perform worse in some cases.
 
We all run at the same res, 1080p 60hz. Default nvidia settings (well, we change as many of the settings to "let game decide") and running all of our games on max, vsync off.

Could it be my old mobo? they both have newer, gaming mobos. Could it effect the performance that much?
and for the games, weve tested anything from world of warcraft, guild wars 2 and assassins creed 3, to counter strike source battlefield 4 and call of duty modern warfare.
 
Make sure DSR Scaling isn't turned on with your 970! That would run your game at 4K and then downscale to 1080.

If that isn't the case: Turn V-sync on, and max out the graphics on both systems with your most punishing title. That should tell you which is faster.

If your GPU can pump out 200 FPS it is going to get quite warm, and possibly self throttle.

Whereas his two 660Ti have twice the cooling capacity and should be about able to match performance of a single 970.

 
Hmmm, my DSR was on I thought it didn't matter unless I actually changed the res inside a game to 4k. Not sure if that increased the performance though, and what would you recommend jafrankl for a motherboard?
 
Try matching settings first before comparison

You're probably using a higher anti-aliasing setting than your friends, since you let the game choose the optimal settings for the game

I dont think changing the motherboard will resolve the issue
 
we both always keep AA off, everything else is max.
This is seriously strange, I have my cousins computer right next to me with the 2 660 tis.
If i take those 660 tis and put them into my computer, all the games run 10 fps less o.o lol
 
Fraps often times have directx issues for newer cards, so 10 fps is still in the margin of error
Also its free so we can't really complain

But if your system is performing on par with a single gtx 660ti, then that is one broken gtx 970

Check if the drivers are up to date then compare again.. An sli of 660ti's should perform just slightly below your 970
 
What could I do with it? It's too late to return it to best buy..anyway I can take it to a pro and have them test it to confirm?
 
I have some updated info, it seems my CPU is capped at 30% when playing bf4, WoW, csgo (only games ive tried it on). Could this "bottleneck" issue be causing the low fps?
 
You shouldn't get getting any issues with an i7-3770k. You said you have 8GBs of RAM, what kind is it? If you have something running lower than 1600, that could be slowing you down. The problem isn't in your CPU or GPU, if they're both working properly and you aren't running any other software.
 
No, my nvidia control panel is set to performance, and its the same in the 'power options' section of my system control panel.

Wow interesting. THe only thing I can think of is that V-sync is activated in the nVidia control so that whether or not you set it in the game does not matter because its always on through the Nvidia control panel. i say this because all of the power usage you have shown line up with what v-sync does.... very odd.
