Computer not Posting but no beeps and all the components getting power.

I put together this build first two days ago and have not been able to get it to Post since. I've been looking through these forums and have found a few people with similar issues and have looked at their solutions but none have worked. Since then, I've tested to see if the case was shorting it but got not results from that either and checked all the connections with the power source as well. I had a beep code for the RAM and Graphics card and fixed that so now it doesn't give me any beeps. Still haven't been able to get it to post or do anything and I think it may be an issue with the mother board at this point. All the parts look to be receiving power as the heat sink, psu, and graphics cards are all spinning but the computer still fails to post. I've tried clearing the CMOS since I've read that could help but that didn't either so I'm really at a loss of what to do.

Build: Motherboard is an ASRock 320M-DGS, Processor is an AMD Rysen 3 with the stock heatsink, RAM is 8gb DDR4 Corsair, Graphics card is an MSI 1050 Geforce. PSU is a 450 watt.
 
The internal speaker is installed and did help me diagnose a few issues but isn't giving me anything more. I'll try what I haven't already in that link or yours and come back with what I've got if anything. Thanks for the link.
 
I've looked over the entire link and none of the solutions have helped solve the issue with the comp not posting. If the motherboard comes with a disk, is it for like first time installation? I've got a disk though I'm unsure as towards whether it is for installing hardware or is just for information. I also would like to know that if there is a bit of damage around on the drill points for the heatsink but it doesn't meet with any of the lines from out of the cpu, could that interrupt the Posting process? Could the monitor also be a part of the issue because it's always in a power saving state? I'm really confused at this point.
 
If the motherboard were dead, would all the parts receive power like the heat sink and video card but the computer wouldn't display anything even with integrated graphics?
 
I got it to post with a good hdmi. I've installed windows but my CD drive won't read the disk for the graphics card. Is it necessary that I install that to run the computer?
