Computer not powering on, shorting and giving blinking lights

Hi. I recently was building a PC for my friend, and after we got everything working, after we installed Windows and all, when we try to turn it back on, it just shorts out and gives blinking lights every like 3 seconds. We have reseated the ram, the gpu, and checked all cords are tight and in. Does anyone know what the issue is? This is his build: https://pcpartpicker.com/list/tqYcm8

the power supply that was used is not a good unit. i would try another power supply for testing of the unit.

What do you mean its not a good unit. I've used if for nearly 2 years in my system with no problem...
