Computer not powering on

Just purchased new of the following

Motherboard: ASUS Strix Z270H
Processor: Core I-57 7600k
Memory: Corsair Vegeance LPX DDR4 2x8GB 3000MHz

Using my old Corsair RM850 power supply. And old Corsair H115i CPU cooler.

Weather using the power switch or trying to jump it with a screwdriver it will not power on. I have tried in the case and also "breadboarding​" (I think that's what you guys call it)

The power LED on the MB Is lighting up Amber and the red LED strip is on.

The CPU and case fans are not powering on and no display and no post. I have followed the troubleshooting guide for this and I think I have narrowed it down to the Processor or Motherboard since the power supply was working fine in my old PC.

Wanted to see if you guys had any suggestions on how I can figure out which one. I don't have anyone that has a 1151 socket motherboard or processor to check that way

Unfortunately, once you are down to CPU and mobo, the only way to tell which one is causing issue is to use spare part. But if case fans don't start, it's almost surely motherboard, as faulty CPU would not prevent case fans from working (you can even get them working without CPU at all if motherboard is okay).
