Computer not processing right?

Everything lags on the computer like videos, games, browsers, programs, etc.
Even opening and closing programs lags. It usually stops responding when it can't process that I just closed the program.
When watching YouTube videos after pressing pause the video keeps going for 5-6 seconds but the audio stops.
I just upgraded the RAM from 512MB DDR to 2GB DDR but it's still lagging.
The task manager says 90% CPU is in the System IDLE process usually.

Emachines W3107
AMD Sempron 3100+ 1.8GHz 256KB L2 cache
2GB DDR ram
40GB Samsung HDD
Nvidia Geforce 6100 intergrated
Windows XP Professional 32-Bit

I've had this same issue though it had nothing to do with my processor. Basically my Hard drive was beginning to fail and my processor had to work 5x harder to access the information on it. It will lag or crash due to the processor not being able to fully access the data stored on the Hard drive. I would suggest you check out a free program that checks your hard drive for errors and issues. This has been addressed on the forum previously and you can find 4 different free programs listed here: http://www.tomshardware.com/forum/288727-32-good-hard-drive-monitor-programs-free.

Check out the one that looks the best to you and see what information it gives you after it scans your hard drive. There are other issues that can cause...

Check out the one that looks the best to you and see what information it gives you after it scans your hard drive. There are other issues that can cause problems such as this in a computer though the hard drive is a likely culprit. Let me know what you find and we'll go from there.
 
Solution
Many issues cause this, viruses/spyware, failing hardware, full hard drive.

If you have not re-installed Windows in a while, best thing to do is get a new hard drive, remove your old one to restore your files from, and install a clean setup of Windows on the new drive.

Also a defrag on the hard drive is a good idea.
