Computer not recognizing graphics card (HD 7990)

Just set-up a computer with an AMD A10 7850k processor and an HD7990, running Windows 10. The 7990 (a PowerColor model) isn't showing up in the device manager, and every time I try to install the drivers for it, I get a THREAD_STUCK_IN_DEVICE_DRIVER error -- which is essentially a BSOD.

I can't hook up a monitor directly to the 7990 -- it appears to be genuinely unrecognized. (Though, in fairness, the only monitor I have lying around here doesn't have an HDMI socket... only VGA.)

I've tried updating the BIOS. No effect.

Quite at a loss as to what to do. Can't downgrade from Windows 10 at this point, either.

Insights would be very much appreciated.
 
Usually when a GPU is inserted into the motherboard, integrated graphics are disabled, and only plugging into the GPU will work. It seems as if the GPU is not even being detected. Check the BIOS for any options relating to using a PCIe card for video as first priority. Where did you get this off of? Ebay? Sounds like wherever you got it from, it's a dead card. Also, are the fans spinning on it? Is the PCIe cable plugged into it? Is it screwed into the case's expansion bracket?
 



The BIOS is set to PCIe video as top priority.
The fans are spinning, and it's screwed in, and the red light turns on when I press that button.
The power supply's PCIe cables are jacked-in.

...But I did get it off eBay. Starting to think that it might indeed be a dead card -- unless I'm missing something. :-/

Ah, well...

I'll take it out to get tested tomorrow. I hope it ain't dead, but I don't know what else could be the issue at this point.
