computer not recognizing moniter

when i plug in my HDMI/parallel cable the monitor goes into "low power mode" basically sleep, the cable works i tested it with my laptop and ps4 but it doesn't work for my desktop, in short

• 
  parallel to HDMI cable works 100%
  when i plug it in to my desktop the monitor goes to sleep
  its happened before and i was able to fix it but now it wont do anything
  (i fixed it by unplugging everything and then plugging everything back)
  my pc's specs: windows 10, GTX 760 12 GB RAM 1 TB hard drive Intel core i7

please help
UPDATE!!!
even with a parallel cable as in, both ends, it STILL DOES THE SAME THING
