Computer not recognizing windows install in bios

Hello,
so the other night i was formatting a USB drive to run debian and TAILS for when I surf the net through TOR and I have done this before but with a very tech savvy friend present and walking me through the process and somehow I replaced my OS with debian, but the install couldn't be completed. No big, I thought, I'll just toss in my windows 7 install disc and start fresh. But now my computer won't boot the install disc through the bios, but a blinky light.

Did you remove the USB stick before trying to boot into Windows?
It may be it's trying to boot from something which is half done and doesn't even get to look at the DVD drive for a boot disk ( Windows or otherwise ).
