Hello, my computer recently has been experiencing some really bad fps even though weeks ago it ran games like bf1 and gta v above one hundred frames and at ultra/high settings, now i usually get 20-60 fps and it stutters a lot.

Please help me find the issue and maybe possible fix it.

Side Note: I cleaned my computer just yesterday deeply, Checked for viruses, i did a clean install of drivers, all fans are working

Try downloading Open Hardware Monitor (http://openhardwaremonitor.org) and tell us how hot the CPU, GPU etc is getting. If it getting too hot you will need to add a few fans or upgrade to water cooling , which i do not recommend.

You said you are overclcoking your CPU, as your CPU get'd older it gets more.. er, unstable. Meaning you it's lifetime may or may not be shorter than expected. Try turning it down a notch or just stop overclocking it for a while and see if that makes a difference.
