computer not starting

i have a intel P4 2.8 ghz dual core few days back a burnt smell was coming , now the com is not starting whats the problem is it the power unit , previously the display used to show check signal cable
 
Solution
its only the power supply chose the same or greater wattage power supply so everything works optimal.power supplys have the most fail % of all components in the computer.
does the power supply work?
to test jump the green with the black wire and with a multimeter check voltages.smell the power supply if the is a burnt odor smell coming from it.
do a physical check to see if the capacitors are not damadged blunt on top or blown.
voltages on the power supply should be
3.3 v orange
5v red
12v yelow
-12v blue
 
when the power is switched on there is no display on the screen. on the mother board there is a green light on. when i try to switch the power on no response of the system booting.
 
the trnsparent gel is glue dot wory about that.
that exactly is burned?
