Computer not turning off help

My problem is when i turn off my computer my hard drive turns off and get no signal but i could still see that my cpu fan and case fan still on and when i look at the top of my cooler master case it shows the power light just blinking sleep it turns off but shutdown is werid
Specs if needed
i5 3570k asus p8-z77 pro oc with 212 evo
radeon 7850

Pull the poiwer plug out of the wall or from the Power supply. What do you see now?

Some customization in WIndows sets what the power button does - one option is for it to go to sleep and not to power off - check that. http://www.sevenforums.com/tutorials/850-power-button-start-menu.html

Made no difference

OK, then I suspect you have a powered USB hub. Remove that and see if that is the cause.

No I don't have one

No I'm saying I don't have USB hub without power it turns off when I hold the power button it turns off
