Computer not turning on, no beeps, no leds, no fans spinning

After teenager tried to clean computer from the dust, he tried to turn PC on and nothing happened.
No fans spinning, no beeping, no any other signals when system tries to load up.
After opnening the case, I saw burned yellow cable from GPU molex cable. Just unplugged GPU as it has integrated one in motherboard.

I checked only the PSU with paper clip and it worked, fan started to spin.
Then tried to remove/replace rams, nothing happened.
Tried load system with only PSU, CPU, MOTHERBOARD and RAM, nothing worked.

Is motherboard dead?
 
Yes, it's all down to how it was cleaned.

Using an air-blower is the only safe & recommended method, not anything that requires actual contact with the motherboard or components (such as a cloth, a brush or a vacuum-cleaner attachment as these generate static electricity which can kill PC components).

Same can occur if any components are handled or touched with fingers without first purging static electricity from your body.
 
"GPU molex cable" is also a big red flag.

If the PSU required a molex cable to power the GPU due to not having a PCIE cable. That that PSU was likley too low quality to be powering that GPU in the first place. In which case it is roll of the dice of what issues it could have caused.
