Question Computer not turning on

My computer is not turning on. I have switched ram slots and it didnt work. Also my my mouses light turns on when plugged in but nothing else happens. Could the issue still be the motherboard ? What should i do? Also i upgraded my psu recently because the last one was broken so that should be working. My motherboard is asrock z77, prosessor intelcore I5 3750k, psu cepter 750w and gpu geforce gtx 1060 3gb.

I'd say it's either a psu issue (Cepter Prime 750w with its Unique patented fan grill to keep temps down (that's printed on the box?) that looks identical to every other ring grill for the last 20 years, dc-dc yet has only 2x 6+2 pcie yet claims a full 62.5A (750w) on 12v rail, and is only 80+ Bronze?? )Or, you didn't plug the EPS in fully, or ram isn't seated fully or missed something else.

If you recently changed the PSU, it's probably worth the time to re-check all your PSU connections to the motherboard. If the connections all look good, try testing with a known working PSU. Do you have a friend with a working PSU you can borrow to test with?
I checked all the connections they should be fine and i did paper clip test to the psu and it worked so it shouldnt be that ether.
 
If nothing is turning on (other than your mouse), could it be the front panel power switch?

Try jump starting the PC bypassing the front panel switch.
