Computer not using Internet's full potential

So what I'm finding is that after being upgraded to 100mbps my computer does not use the full internet speed. I find that my laptop, cellphone and tablet all get about 99bmps speed on tests via speedtest.net. which I am happy with but my computer only getting about 60mbps is really unsettling. I have searched for answers and have had no luck. My computer is using a LAN cable and here are the specs,
i5 6500
Gtx 1060 3GB
msi z170a tomahawk
8GB
1TB hard drive
Some answers said that it might be certain apps are controlling and regulating the speed which i do not want. Please help!

Have you tried another known working Ethernet cable - Cat 5e or better?

What Ethernet adapter is your computer using?

I.e., built-into motherboard, USB port adapter, or PCIe slotted Ethernet adapter?

First check that you have the most current adapter drivers via the manufacturer's website.

Second, what make and model router are you using? Be sure to configure the computer's network adapter to match the router's settings. One common configuration to check is the adapter's speed and duplex settings. If auto try manual, if manual try auto.

Third, for Windows 10, try running the network troubleshooters. They may find and fix something.

I do not think it is hardware based as when I start my speed tests it goes to 80mbps and then drops to 50 and maintains that speed. Also on properties it does say my internet is 100mbps but have seen some things on the web saying it might be an application restricting how much I can use but have not found any that I think would be the answer. And troubleshooters say nothing is wrong......

I have done what you said and not sure how to identify if it bottlenecking but min. ping was 1ms, max. was 45ms and the ave. was around 20ms.

Just updated drivers and everything is good now! Thanks man, life saver.
