Computer overall slower performance...

Hi everyone! I have a 16gb (4x4) hyperx Ram no XMP profile that i have created loaded and i have been experiencing a overall slower PC not by a lot,It happened after a failed overclock, but i think the CPU is fine but the usage of the CPU is spiking lately but noticeable, could be that i just moved, and internet is not as great but i am also concerned about the memory being the problem...
Any help appreciated!

i5 6600k @3.5ghz + boost
16gb Kingston hyperx RAM
600w evga psu
evga 780ti
gigabyte mini itx wifi motherboard

You have it overclocking by 200mhz. If you don't have good cooling your CPU could be throttling. What cooler are you using?

Cooler master 212 evo
In the bios i believe the multiplier is set to 35 though...

It's probably intel turbo boost to 3.9ghz

Most turn off XMP to overclock first to ensure its not effect the overclock. If you have your off it should be fine. Now if your getting stuck it could be due to not enough voltage which I suggest staying under 1.25 with that cooler with possible 1.3 at most if heat is in check. Have you turned off anything in bios? Here is a guild which you should look over before going any further.
