Yes, however the RAM doesn't need to be over 2666 with an 8400 since you won't be overclocking. For future purposes I,would get either 2666mhz or 3200mhz. The EVGA card at $270 is equally clocked and will work just as well.

What processor do I need to access the full potential of the RAM and Video card?

An 8400 is a very good choice, very little gaming difference compared to a 8700k. If you plan to keep the 8400 for a while, RAM above 2666mhz isn't needed. If you think you might upgrade later get 3200mhz.
