So his is going to be a long one.
I bought my computer about 9 months ago, until i started branching out into other games i began to realize that the performance was worse than my previous computer. So i looked into it. Built myself)

My friend has roughly the same computer as me. i dont know his full specs but he has the same Gpu and CPu as me.

Current set up:
Gtx1080
i76700k base speed 4.01
1tb Black HD
200gb SSD(changing games between Hd and Ssd doesent change fps for me)
16gb ddr4 ram
evga supernova 750W
Msi motherboard not sure which model.

He ran csgo at:300-400Fps
I ran it at: 150-250 dropping to 80.
He ran Rainbow 6 at 300+
I ran it at 140.
He got significantly higher in Pubg aswell
Warframe ran better on my old AMD computer to!

My Ram never really goes over about the 7% usage area when playing and watching streams
Cpu usage is around 70 usage playing games and temps are mid 60s while playing.
Gpu temps are fine and usage around 30-50 when playing.
Ethernet is stable.
Now my HD. Since i got my Hard drive its always made some scratchy noises when hitting 100%. Its not constant but just when im starting up or whenever it hits 100%, but usally its 0. So i tested it using some programs and it seemed healthy, But i still wasent sold so my brother lent me an ssd to use. After reinstalling games in the SSD the Fps was still the same.


So i tried some things that i thought could work
uninstalled Gpu drives and re isntalled.
Reset computer removing files and cleaning drives
Moving ram around in the sockets
Only using one piece of ram.
Tried using different Mouses and keyboards
changing The Hz on my monitor
I got a tv hooked up recently, i noticed that when i have a stream running on that screen my games stutter a bit, So i tested it and it only decreases performance when there is a video playing on that screen.
I tried turning on XMp in the bios but when nothing changed i reset it to Default

I couldent figure out why people with the same computers with me, benchmarks videos and why my old computers could get more from a game like Csgo etc.

My question is what could be wrong with my computer? If there is any information i could provide to get you an insight into the problem id be happy to help! Lmk and thank you

Try listing memory part number(s) and current BIOS settings for memory. For example, left everything on [auto]. What is the PC memory running at? That is:
1) Memory clock
2) DRAM timings
3) DRAM voltage

Also list motherboard model number.
