Question Computer Performance Obliterated on Slow Connection?

Hello, I recently moved into my dorm at college, and as expected, the internet is horrid. (2.4 mbps wired) However, the most distressing issue is that my entire computer seems to just CHUG whenever connected to the internet. My PC worked wonderfully at home, and I know the specs are fine for just about anything (1080Ti, 32GB DDR4 RAM, i9-9900k) but I can't seem to figure out why most games that usually run at 144+ fps are now chugging down to 30 fps at MOST. As you can tell this has made most things unplayable, and even typing out this forum post has caused my computer to constantly freeze. Any help would be greatly appreciated, I'm completely stumped.
