Computer power-on confusion

I recently assembled a new system in an old case. Now, when I turn on the power supply, all of the case fans including the CPU fan and motherboard LEDs light up. In addition, the light on my internal card reader lights up. There are no speaker beep codes. There is no video signal to the monitor.

But the strange thing is, pressing the power button on the case causes the computer to start, giving a single beep and booting up normally. The computer runs flawlessly after this, until shut off.

Once shut off, either using Windows or pressing the power button again, the computer goes through the normal Windows shutdown. However, all the fans and LEDs remain on after the video signal ends. Only manually flipping the switch on the PSU turns these off. This doesn't seem right to me.

Before posting this, I checked the BIOS for a power management feature such as restarting after a power outage but I didn't find it. I may be looking in the wrong place.

Any insight into what may be happening is appreciated.

Also, double check the front panel connections to the mobo (the wires for power switch, hdd activity led, etc). And check the setting for power switch function in Windows (IE: whether is turns the pc off, or puts it to sleep).

If you reassembled the innards into an old case you've forgotten to mention both the prior case and your old case's make and model. Does the issue crop up when you're breadboarded? You may be having a grounding issue on your old/new case. I'd check to see if all the stand offs are in their right places and are not making contact with solder points under the motherboard's PCB.

I didn't mean to imply that there were two cases involved. By 'old', I meant this case:

Which I bought new in 2008 from NewEgg.
This is the only case I had available when building the computer. I will check the standoffs soon.

Just an update - it was the old Rosewill R218-P-BK case. I am not sure how or when, but I damaged the front panel connectors and forgot it had happened. I have moved the system to a brand new, if less roomy, Rosewill LINE-M minitower. The problems have been resolved.
