Computer Power Supply fan spins for a split second and then stops

I just bought a computer supply unit from a store the model is
Astec Model ATX147-3515
I am planning on modifing the unit into a DC 12v power supply. So I removed all the connecters and was left with the bare wires. Next I connected the green wire with the ground wire and then my fan spinned for a split second and then stopped. Could someone please help?

I fixed the psu by setting the red switch to 115v instead of 230v because I live in America, and I connected the brown and orange wires and the fan started spinning. Hope this helped someone searching around the internet.
