Computer powers on, case fans don't spin, LED lights turn on

I have an NZXT 410, i-3570k CPU, gtx 750 ti ftw, and a 430W psu. I have installed everything but the CPU cooler.
When i turn the computer on, none of the fans spin and nor do i hear my hard drive spinning but i do see my GPU led on and my CPU led on.
So is my computer not running because i don't have a CPU cooler in? or because of something else?
 
Solution
That power supply doesn't sound like its sufficient enough to handle the demand. I would up the wattage in a new PSU and try that out; could be the board isn't getting enough power to completely allocate it all.

Looking online using multiple sites, all of them say I shouldn't need more than 350w
