Computer powers on then shuts down after 1 second unless remove one RAM

I vacuumed the carpet and thought it was safe since my computer is placed on a shelf under the table (5 inches above the carpet). After cleaning, I turned on my computer and it powers on for a second, with spinning fans and everything but without beep, then shuts down and repeats.

I've tried removing one ram and it booted . After a while i placed the other ram back again and it worked and played some games without any problems for 4 hours. 2 days after, I tried turning on the PC and the problem came back again. I had to remove the ram to make it boot.

SPECS:

PROCESSOR: Intel Core i5-4590
MOTHERBOARD: Asus H97M-E
RAM: 2x Kingston HyperX Fury 4GB DDR3 1866
GPU: Galax Exoc Sniper 1070 8gb
PSU: Corsair V450

I've tried:
- run memtest86 on RAMs individually for 8 passes on the same slot. no error found.
- run intel processor diagnostic tool for 3 cycles.
- run heaven unigine on gpu for 2 cycles.


on my first try testing one of the rams, i had an error on first pass and restarted and memtest freezed. I took it out and reseated it and it ran for 8 passes without any errors. Now I dont know what the problem is.

Update:
I tried using a single ram the other day and it wont turn on. So I swapped it with the other and booted. I then swapped it again with the previous stick and it still boots.

Yes I have tried it and performed 3 passes of memtest. No error occcured.
