Computer problems. Dont know what to do

I am at a lost on what to do. I know quite a bit about computers but I guess im looking for someone that knows even more than I do. I have been having performance issues with my PC for almost 4 months now.

So basically I will get really bad micro stutters in different games that I play. Its strange because its not consistent at all. I have really good specs on my PC and I have ran stress test on all of my stuff. My frames stay around 120-140 when playing fps games. I also have google Fiber so my internet is always solid. Above 500 up and down whenever I play. I thought maybe it could be power since I have my computer plugged into a power strip that is plugged into an extension chord? But the voltage on everything seems right. I have also updated my graphics drivers and done all my windows updates.I really don't know what to do. Also every time I restart my PC they go away for about 30 minutes and then come back.

Is this a new issue and if so what has changed? Have you tried an older driver?

Also, if it's fine for the first 30 minutes but then deteriorates, this leads me to question the thermals. If either your processor or graphics card are overheating, they may begin to throttle themselves.

Those are the specs. The case is a Corsair Carbide SPEC-04 Tempered Glass ATX Mid-Tower Computer Case - Black/Red. PSU is a Corsair CX650.

As you can see, Speccy doesn't show some info from your system.
Which CPU cooler, what's the RAM model?

I see your CPU and GPU idle temperatures. Have you recorded your load temperatures while you are gaming?

Well it wouldn't report high heat if components are throttling to keep temps low. What CPU cooling system are you using, and have you tried re-pasting it yet?

Another possible cause would be a background process fighting for resources.

And I have watched them while gaming. They get to 60 max. Normally stay around 40-55

I figured someone would say that, I've been to multiple LAN tournaments for PUBG and H1 and play semi professionally. I know the typical problems PUBG has and these are different. My teammates don't experience the same problems I do and it literally feels as if I'm playing on 40 frames when it happens.

So the "micro stutters" happen in different games. Does it happens when you have both monitors connected while playing games?
Are those FreeSync monitors?
How are the monitors connected to the computer (DVI. HDMI, DP)?
What's the speed set for the RAM in the BIOS?
Have you tested your RAM with Memtest86+?

Happens with Both monitors. Yes. I know its not the monitors because I have streamed in the past and to test to see if its my monitor or not, I used OBS to watch my gameplay while I turned off my monitors and just played through watching OBS and saw the stutters. But to fancy the connection question I have a 144 HZ that used Display port since thats the only connection that supports that high of Hz. The other is a 60 Hz.

I did run Memtest86+ and I got through 3 passes with zero errors. About 4 hours of scanning. No errors. What would you recommend to see temperatures of specs? I do have a very small case and a room full of dog hair. Could need a deep cleaning and a new case. I also spilt coffee on my desk about a year ago and it drained on top of my PC but I didn't see any problems from it at all, but I always thought there might be a short in my motherboard or something. I have one USB spot on my computer that makes me sound like a robot if I use it when im in Discord with friends but I see a lot of post about this headset where people have the same problem and switch USB ports to make it go away, I just assumed it was a headset thing.

Have you setup G-Sync on the Asus VG248 monitor?.
Drinks with sugar could destroy components but you will see a lot more issues than just stutter.
Download the latest Nvidia drivers.
Use DDU in safe mode to remove current Nvidia drivers.
Reboot and install the latest Nvidia drivers.

I also spilt coffee on my desk about a year ago and it drained on top of my PC but I didn't see any problems from it at all, but I always thought there might be a short in my motherboard or something. I have one USB spot on my computer that makes me sound like a robot if I use it when im in Discord with friends but I see a lot of post about this headset where people have the same problem and switch USB ports to make it go away, I just assumed it was a headset thing.

I love how the real information comes out after 24 hours of theorizing possible technical issues. This would have been great information to the very first response to the OP - when I questioned thermals. Now a day later it comes out that the system is built into a small case and is apparently operating in "a room full of dog hair" and has also taken liquid damage from a cup of coffee.

I suppose the ambient temperature is 90+ degrees and your case is sitting next to a space heater too. It's overheating dude, and has taken a coffee bath - causing other hardware issues (like a bad USB port). But hmm... gee....nah must be some weird low-level driver or system anomaly. C'mon man

Relax instead of attack me would ya? Instead of jumping to conclusions, what would be a good program to run? I have ran stress tests on the CPU and GPU and none of them came up overheating.

Fahrenheit. I have an extra room in the basement that i wired a chord down so I have a full stream setup to do green screen and game. Its pretty cold down here though. there is an outlet on the other side of the basement that I run an extension chord from to a Surge protector that my PC and Monitors are plugged into. I always thought maybe I wasn't getting relevant power to my computer since it has to travel through chord to power strip into my computer. My three guesses was the components weren't getting enough power, the specs were overheating and something might be wrong with the motherboard. But to my knowledge every test I ran to try and see if that was the problem came up short of an answer.

Also had a buddy say I was stutters occasionally when i was streaming. So I went back and found exactly What he was talking about. Watch as I round the corner of the building. Also you can put the clip into .25 speed and see that when the stutter occurs my game stops for a split second and then jumps.

Unfortunately no. I know the clip looks like normal pubg, but my frames literally feel like 30 frames after it happens. for the rest of the time playing until i reboot my computer.

I've been playing pubg all night. It's the game. I've heard that it's 10x better on LAN.

I'm getting 165+ FPS and it still feels like garbage bc, well, it's from a garbage developer. BFV is buttery smooth with lower FPS (I get like 100-120).
