Question Computer randomly restarted, black bars all around my screen

A couple of minutes ago my computer had a freakout while starting up CS:GO and had to be manually restarted. During the freakout, all of the fans started going full speed, and nothing was working besides the power and reset button on my computer. After I restarted it, new black bars have appeared all around my monitor. I have changed the refresh rate (75hz), and ensured that the proper resolution (1920x1080) were both selected. Any help is appreciated.

I dont believe so, both control panel and AMD Radeon list my GPU as an RX 580, which is correct. I can boot a game and see if it runs normally

Seems the games are running normally, still listed as 1920x1080 with 16:9

Windows keeps resetting the refresh rate to 59hz out of nowhere it seems, although switching it back to 75 doesnt fix the bars.

Sceptre E225W. I'm starting to question if these bars have always been here, I just really dont remember it at all.

Sceptre E225W-19203RS to be exact, however googling this I can't find the correct monitor.

The only place this monitor seems to appear is on Sceptre's website, and it claims this monitor is edgeless and previews the images stretched to the edges, no black bars.
