Computer receives power but no BIOS

So this has been happening for a while, one day I tried booting up my pc, I'm getting power to the CPU fan, system fan, all leds are lighting but no display on monitor (usually keyboard lights up when I get BIOS) it doesn't light up. I read on some forums that a failing PSU can cause this problem so I purchased a new EVGA 600W PSU. Got the PSU today and installed it. Still the same problem. (Note: Sometimes the PC does manage to boot) It eventually booted up tonight after a few hours of constantly switching off PSU disconnecting cables and switching ram slots. Could it be that my CPU is failing or a stick of ram could be faulty?
 
Solution
given that it can run, it must be the mobo, if it were anything CPU related i'd expect it to happen more consistently.

I had an asrock 775 dual vista board that would boot fine with IDE drives, but would do similar things (i thought of it as needing to be 'warm' i.e. would work on the 3-4th attempt) when using a sata drive.
I had a speaker in the computer and it disappeared somehow T_T
I also plugged in my PCI-E cables, I'm sure it's needed (I read the installation booklet) xD
Currently trying to boot (2 Attempts made so far and no BIOS)

I just tried booting up my pc again (stopped counting the number of times) so I'm pretty sure it's either the board or the processor. When the pc is running(no BIOS but it gets power to everything else fans, GPU, HDD) the GPU heats up fairly quickly and so should the processor. I switch off the PSU and quickly removed the heatsink off of the processor but the processor is still ice cold. Which is it processor or board?
 
I have a three pin system fan plugged into SYS_FAN.
USB plugged INTO F_USB1
Power switch plugged into PW
LED plugged into HD
Speaker plugged into SPEAK
LED plugged into PWR_LED
HDD plugged into SATA
CPU fan plugged into CPU_FAN
CPU plugged into ATX_12V
ATX cable plugged into ATX
GPU plugged into PCIEX16
 
I'm seeing the standoffs in the case, I removed the board from the case and attempted breadboarding with just the speaker, CPU and a stick of ram. I used an old no brand PSU, upon booting the fan spun a half a rotation and stopped. Using EVGA PSU the span started spinning then lost power for a little and started spinning once more(still no bios).
 
So, in and out of the case you get only a fractional spin of the cpu fan on two different psu's? And the gpu fan spins up.

I'd suggest cpu or mobo, but you won't be able to determine which without a cpu to test.

To be sure the cpu is on the cpu list for the mobo correct?
 
At that time yes, the fans would barely spin. Recently the fans have been spinning at full speed using the EVGA PSU no fluctuations in its speed. The GPU fan spins. I have a CPU to test but is currently in another PC (I'm waiting on the owner to replace the pc which should be soon, so I'll get the CPU from it and test it on my mobo) yes the cpu is on this list for the Mobo.
 
I only tried one HDMI port on GPU and Mobo has only one PCI-E slot. Might I add the past few days the pc started up and was running pretty good despite having to attempt powering on twice. The PSU is brand new as well as the GPU. I'm currently trying to boot the PC, and its not even posting. Yesterday it took three attempts to boot, which it did on the third try, I got a single beep which I believe means it booted successfully.
 
Yeah it booted up, played some games, was running smoothly. Then I tried to boot up today was unsuccessful until just now, the pc is currently running but I have no idea what is causing the issue. If any parts have to be replaced to solve this problem I'm willing to replace it to rid of the frustration of having to boot multiple times.
 
The EVGA PSU is brand new, I purchased it because I believed my old PSU was causing problem, but it wasn't the PSU since I'm using the EVGA and getting the same problem. To be honest that old PSU won't even spin the fan in the computer. This is a brand new EVGA 600B 600 watt PSU.
 
Not the power switch. Shorted the pins, same problem, power to fans, GPU, HDD, just not the processor (I removed the heatsink and started) cold as ice. I'm beginning to wonder if it could be the CPU power slot for the cable. I recently encountered a board (pc which I'm supposed to get the processor to test) the board does not power the cpu fan which made it overheat several times and shutdown. I diagnosed it to be the board as the fans spun up on my board but when I plugged in my CPU fan om that board it didn't spin at all. No power whatsoever.
