Computer Repair Help?

The name of this this laptop is "HP 2000-2B19WM Notebook".
The specs of this laptop is:

OS: Windows 10 Home 64-bit
CPU: AMD E-300 APU w/ Radeon HD Graphics 1.30 GHz
Memory:4GB DDR3, Cas Latency: 7
Storage: 320GB HDD, 5400 RPM, SATAII 3Gb/s


In the Hard drive though, it is no where near full. There is still 236 GB Left.

The problem that I am experiencing is slowness sometimes. Half of the time it is okay, but it often lags like for example, when I am opening my browser, files, control panel, etc. It will not even let me change the default browser to Chrome. When I open Chrome, I click on that popup to "Set as default", it takes me to the settings, then I click "Choose default" with the plus sign on it, I click Chrome, and it still says choose a default browser. It will not change.

Not just that, but when I open the Task Manager, the CPU, RAM, and the Hard Drive all will spike anywhere from 50% - 99% Usage most of the time even when I am not even doing anything. I could just turn on the computer, open only the Task Manager, and it says that. The main ones that spike up though is the Disk and the CPU.

I was thinking about maybe just getting a faster HDD like 7200 RPM and RAM, but I want more opinions on what do you all think the problem is and how to fix it.

Note that getting a new computer is only the last resort if nothing else works. This is not my computer. Thanks in advanced!

Seems like you may have viruses/ bloatware running in the background.
Uninstall programs you don't need (making sure they are safe to uninstall)

When is the last time you did a virus scan? You probably already have anti-virus, but if you don't, then you should get one soon.
