Computer repeatedly shutting off for 1 second, restarting

The case was a bit smaller than i expected, so I was only able to hook in 1 of the 2 power ports on the graphics card.

When I try to boot, the lights, fan, etc come on, then turn off about 20 seconds later, then come back on after about 1 second. The fan LED cycles, and every time this happens, it restarts the cycle. Nothing displays on the monitor, no beep codes.

I have already tried reseating the cpu.

Is there a way to tell if it needs an update other than putting in a different processor?

for following mobo builds I made mistake with over tighten screws on cpu coolers:
- asus CH VII Hero
- asus b450m tuf pro gaming
- asrock b450m pro4

As the last one is exactly the same board (except b450m chip) as you used for your build... and I had exactly the same symptoms.

Outdated bios is also very likely to be the source of the issue :|

The cpu cooler wasn't screwed on, but something similar is plausible. Is that fixable, or would I need a new processor?
