Computer Resolution changes when playing youtube videos.

First, sorry if this is in the wrong place. Next, the problem I'm having is that lately my computer has kinda sorta been changing resolutions when I play a youtube video. Most of the time it happens whenever I click play, it isn't even fullscreen. Some of the time it is playing just fine and nothing is changing but when I change quality of the youtube video, the video quality doesn't change right away and then suddenly my computer's resolution changes. Now, when I say the resolution changes, I don't know what is going on exactly. When I go to my resolution settings, its still set at 1920 x 1080 but its all a little blown up and my cursor is able to go beyond the edges of the monitor and it all looks a little sharp/more contrasted. The only way to put it back is by changing the resolution and then reverting back to 1920 x 1080 but as soon as I click play, it happens again.
I'm running Windows 8.1
GTX 760 from EVGA that has been updated to the latest driver.
In fact this thing started happening and then I updated to the latest driver.
Any solution other than, just watch the crappy video and then change it back later, a.k.a., just deal with it, would be appreciated. Thanks guyz!

update 7/11/2014 : I still experience this. I use a hdtv as a monitor. This occurs sometimes when I play a movie at 1080p, and other times not. It only occurs at 1080. I'm thinking the computer or tv is sensing the resolution and is trying adjust accordingly. If anyone knows a fix for this, that'd be great.
 
It sounds like your OS is zooming in when you play the video. Try using Ctrl- (press the control key and the minus key at the same time). If that works, that's your problem.

Now WHY it's doing that is another question, and one I can't answer.
 
Well, that is a good guess, but that's not it. The entire computer is "zooming in" not just my chrome or something. Also, I verified that it occurs on other browsers as well, so its not like a flash problem within chrome. I'll add that I'm using an HDMI connection to a 48in TV. So I'm not using a dedicated monitor exactly, but I've had this computer running for about 2 or 3 months now with 0 issues. I installed all new updates for windows and still the problem persists.
 
I have been having the same problem lately with my gtx 970 on a tv. this also happens to me with my games and is very annoying.

did you find a solution?

I have tried going into both my TV's settings and nividia control panel without prevail. Also my tv does support 1080p.
