Computer restarts after 8-11 seconds

So recently I got a new processor (i5-7600k) a new psu (corsair 750 bronze certified) and a new water cooler (thermaltake water 3.0 360mm). When I installed these new parts my computer would turn on for 8-11 seconds then turn of then turn bank on, etc. by itself. I read some articles and they said my cpu was over heating instantly but when I tried my old cooler (212 evo) it would do the same thing. I don't know what I'm doing wrong if you have an idea or any questions please feel free to respond
