Computer restarts after approx 5 seconds of booting

Context: My friends pc wasnt working so i brought my pc parts to his place so we could test what was broken. Nothing was broken and i solved the issue then i brought my parts back to rebuild my pc and it wouldn't boot without restarting after 5 seconds. I've stripped it down to each part till ive gotten down to the psu and motherboard, nothing else not even cpu, and i still see the psu fans spin up and restart after 5 seconds. Bear in mind i tested my psu at my friends house and it was working. I am baffled. If a part is faulty which i highly doubt one is because everything was working the same day it would have to be psu or motherboard. I have already tried the cmos trick and rebuilding my pc. Thank you for your time

for instructions on how to clear the CMOS/reset the BIOS there are 3 ways if the PC does not boot.
1. there is a 3 pin connection with a 2 pin jumper on it labeled CMOS or CLR CMOS. Swap the jumper from pins 1-2 to 2-3 and back. no need to keep it there for long just touching it will reset it.

2. There is a button battery, large watch...
Well first off if you remove a part from the PC then try to start it you will have issues. The PC must be fully build and complete to diagnose.

The issue is most likely in the BIOS. Reset the cmos and see if that helps. Of course you need to have all the parts installed before starting the machine.

EDIT: I did run across a similar issue with an older build where the ram sticks had to be swapped slots in order for it to boot. had teh repeating boot. I had taken them out to clean the case and they did not get put in the same exact slots. This is what caused my issue on an AsRock board and Kingston Hyper X ram.
 
Well I had built everything correctly and nothings broken, but apparently I didn't know how to properly reset the bios with the cmos. I thought if I just took it out and put it back in it would do it, but I tried taking it out, booting the computer then I heard a bunch of beeping knowing that is a sign of life, I then put the cmos back in and it fixed. Hoorah. Thank you all who tried to help.

2. There is a button battery, large watch battery, located on the motherboard. First unplug or turn off the power supply. Next remove the battery for roughly 30 seconds or so, no need to be exact, then reinstall it. Plug in or turn on the power supply then boot PC.

3. Some mid to higher end motherboards have a Clear CMOS button either on the back or on the board itself that when pressed resets the BIOS to default settings.

If the PC does boot you can enter the BIOS and select reset to default.
 
Solution
if the pc is restarting after about 5 seconds after boot its most probably to do with the BIOS, there are multiple ways of going at it. 1 could be to remove the ram and place it back in. Also you could try re buying a new bios battery as it could be the bios battery that is failing on starting up the system. another one could be to reset the bios or update the bios and hopefully that would work. i have to stress if the pc is failing to start up and it keeps happening it could short out one of the other components like the ram or cpu ect, then well you would have to re buy that part. hopefully this could be of some help to you :)
