Computer restarts after installing IDE CDROM drive

I'm working on a computer that restarts after I plug in a CDROM drive. Once in awhile I'll get it to boot into Windows, but once I use the drive it restarts instantly. The motherboard is an Asus ax4sg-un, there's a SATA Seagate hard drive, and the IDE CDROM.

If advice would be very appreciated.
