[SOLVED] Computer restarts, but will not shut down properly

This started happening after a gaming session at night - I went to turn off my pc, except the fans and all the LEDs in my case including my mouse and keyboard were still running and still functional. The monitor also blue screened with no signal from the graphics card.

I've tried rolling back GPU drivers, installing Windows update, etc etc, no dice.

It restarts fine after a command to restart, but will not shut down when told to shut down.

Do you have latest BIOS on motherboard?
if so, try resetting the bios to defaults as often if PC remains on after a shutdown, it is a bios setting that conflicts with windows..
